>>>DOWNLOAD BOOK The Essential Rothbard (Japanese Edition) READ BOOK The Essential Rothbard (Japanese Edition) 本書は、David Gordon, The Essential Rothbard, Ludwig von Mises Institute, 2007を和訳したもので、マレー・Ｎ・ロスバードの伝記である。日本でロスバードの伝記が出版されるのはこれが初めて（のはず）だ。ただ伝記とは言っても、書かれているのはロスバードの私的な出来事ではなく、彼の思想の変遷や自由のための活動が中心である。
ロスバードの著書や論文の数は膨大で、本書の原書の巻末には５４ページにわたる文献目録が時系列に掲載されている。これだけの分量を１人で書いたのも驚きだが、ジャンルも経済学、歴史学、政治・法哲学などと多岐にわたる。「著者との面識なしに、初めてマレー・ロスバードの本と論文を吟味する人は、５、６人の多作な学者が「マレー・ロスバード」という名前を共有しているのではないかと不思議に思わざるをえない。確かに１人の男が単独で現代の政治学についての何１００もの論文だけではなく、非常に多くの異なる学問分野の本の著者であるということはありえない」（「はじめに」より）。
本書の各章に関して思い付くままに書いてみる。
「若年――リバタリアンになる」：ロスバードはミーゼスと出会い、ミーゼスのゼミナールに参加して多数の論文を書いている。また同時期に出版された「ヒューマン・アクション」の影響を強く受ける。ロスバードは自由放任主義の経済学の研究を始める。ロスバードは当初から他の経済学者とは異なり、防衛と裁判も市場で提供されるべきではないかと考えた。
「人間、経済及び国家：経済理論についてのロスバードの専門書」：この専門書は元々ミーゼス「ヒューマン・アクション」の大学生向け教科書として執筆されたが、構想が膨らみ上下２巻の大著となった。ミーゼスの人間行為学の方法論を踏襲していて、「ヒューマン・アクション」と同様に、人間は行為するという自明な公理から演繹して論を進めている。ミーゼスは本書を「人間行為学と経済学への画期的な貢献」だと褒めている。
「力と市場：ロスバードの専門書の最終部分」：「人間、経済及び国家」の最終部分には、政府の干渉についての説明が書かれるはずであったが、出版時に１章分に切り詰められた。後に切り詰められた部分を復活させて「力と市場」という別の本として出版されている。ロスバードは干渉の形を「２者間干渉」（課税など）と３者間干渉（１組の当事者に交換を強いるか禁止する）に分類して詳細に分析している。をその中でロスバードは、倫理的な目標が間違っていて達成不可能なら、その目標に近付こうとする政策も間違いだという。その例は平等だ。ロスバードは市場経済を擁護する他の経済学者よりも先に進んでいて、所得などの「結果の平等」だけではなく「機会の平等」もうまくいかないと言う。ニューヨーク市民とインドに住む人の、マンハッタン島をクルージングしたり、ガンジス川で泳ぐ機会を平等にできるはずがない。個人の能力が様々なのに加えて誰もが違う場所に居るからだ。
「経済理論の更なる展開：行為の論理」：原書（The Logic of Action）は全2巻で、ロスバードの経済学・製材論争に関する重要な論文が含まれている。ただし非常に値段が高いので買えない。有り難いことにミーゼス研究所が出版したEconomic Controversiesに、本書の実質的にほぼすべての論文が掲載されているという。この事はロスバードの弟子のハンス＝ヘルマン・ホッペのページに書かれていたので間違いないだろう。論文の内容は福祉経済学、外部性、効率性、実証主義、社会主義公共選択理論、等々に及ぶ。
「貨幣についてのロスバード：金の弁護」：ロスバードは金本位制度と１００パーセント準備銀行業を支持する。貨幣はいきなり貨幣として出現しない。ロスバードはミーゼスと同様に退行原理によってそれを説明する。貨幣に購買力があるのは、もともと貨幣が商品であったからで、元の商品が他の商品と交換される価値が購買力である。元の商品は大抵は金や銀だ。そして金や銀が貨幣となった時点で貨幣供給量を増やす必要は無くなる。貨幣は交換のためだけに使われるので、貨幣供給量が増えても貨幣の購買力が減るだけだからだ。ここでロスバードは銀行の「詐欺」について説明し、ケインジアンの問題点を指摘する。
「オーストリアンの経済史」：ここではオーストリアンの景気循環理論を実際の歴史にあてはめた話が中心であり、ロスバード「アメリカの大恐慌」、「連邦準備銀行反対論」辺りの内容になる。アメリカの大恐慌の歴史と、連邦準備銀行の設立・運営に関しての銀行家の権力争いなどだ。
「ロスバードのアメリカ史の見方」：ロスバードは「自由の中で考える」という４巻の大著で、アメリカ革命以前の植民地の歴史に焦点を当て、リバタリアンの自由のための戦いと自由主義思想の発展について説明する。ロスバードの見方では、ジョン・ロックは急進的なリバタリアンで、ワシントンは一般的な評価とは異なって「個人的・民主的なアメリカ軍の精神を破壊した」という。
「知られざるロスバード：未発表文書」：ロスバードの公式に出版された著書や論文は大量にあるのに、ロスバードの死後にはまだ膨大な未発表文書が残されていた。ボルガー財団のために書かれたレポートだ。これを整理したのが本書の強者でもあるデイビット・ゴードンによるStrictly Confidential: The Private Volker Fund Memos of Murray N. Rothbard, Ludwig von Mises Institute, 2010である。ロスバードはケンドール、ブキャナン、フォーケル、ダグラス・ノーツなど多くの経済学者を批判している。中でもロスバードと同じくミーゼスの弟子であったハイエクを辛辣に批判している。ハイエクの名著「自由の条件」が「極端に悪い本であり有害でさえる」と言い切っていたりする。反対にロスバードが絶賛しているのがローレンス・アボット「品質と競争」だ。
「ロスバードの倫理体系」：ミーゼスは「倫理的な判断は主観的だ」と言ったが、ロスバードは「客観的な倫理が人間の理性に基づいて形成される」とした。ロスバードの倫理の基本原則は自己所有権である。この辺りは森村進・森村たまき・鳥澤円訳「自由の倫理学」（勁草書房, 2003年）で説明されている。
「理論と実践における政治学」：ロスバードは平等を良いものとする政策に反対する。個々の相違と多様性（不平等）から分業が生じる。分業は文明が発展するための条件だ。そしてロスバードは、社会は分業に基礎を置くが国家は略奪に基礎を置くとし、オッペンハイマーらの言う「経済的手段」と「政治的手段」の区別を重視する。「自由を擁護する我々への障害は巨大な政府である」。ロスバードはまた、独裁者を強硬に扱って戦争を食い止めるという好戦的な外交政策に反対する。「歴史上、いつどの国家が、他の国によるけんか腰の非常に頑強な最後通牒に直面したとき、これまでに諦めて実際に降参したのか」と。
「現在の経済問題についてのロスバード」：ミーゼス研究所が定期的に発行している機関誌Free Market（今はThe Austrian）に掲載されたロスバードの経済問題についての論文が、Making Economic Sense, Ludwig von Mises Institute, 2006にまとめられている。そこでロスバードは、Ｍ・フリードマンが支持する教育バウチャーや、ＮＡＦＴＡ（北米自由貿易協定）を批判する。後者はＴＰＰにも当てはまるのではないか。
「ロスバードの最後の学術上の勝利」：ロスバードが生前に出版されるのを見ることができなかった最後の２冊の大著が、Thought Before Adam Smith, Edward Elgar Publishing, 1995と、Classical Economics, Edward Elgar Publishing, 1995だ。ロスバードはオーストリアンの観点から、歴史的な経済論争の解釈を行っている。ロスバードに言わせるとマキアベリは悪の伝道者で、マックス・ウェーバーの言うカルバン主義以前に資本主義はあった。アダム・スミスは主観主義を捨てて労働価値論を国富論に取り入れてしまい、リカードはマルクスにマルクス主義理論への道を開いた。マルクスの剰余価値理論は資本主義ではなく奴隷制に当てはまる。
「信奉者と影響」：ルウェリン・Ｈ・ロックウェル・ジュニア（ミーゼス研究所を設立）、ジョセフ・サレルノ、ハンス＝ヘルマン・ホッペ、ウォルター・ブロックらの名前が挙げられている。面白いのはロバート・ノージックへの影響で、ノージックは「アナーキー・国家・ユートピア」の「謝辞」で次のように書いている。「個人主義的無政府主義の理論について私の関心を高めてくれたものは、６年ほど前のマレイ・ロスバードとの長い対話であった」。第一部「自然状態の理論」はロスバードの影響が大きく、もしロスバードがいなかったらノージックのこの名著は生まれなかったかもしれない。
